This is to be done by signing across the back of one diagram on each card and writing on the front the Section, Division, and round number (e.g. Aiii - 1) and the teams name and letter. ALL THE LEAGUE CARDS FOR A TERM'S SHOOTING MUST BE ISSUED BEFORE ANY IS SHOT. NO DUPLICATES MAY BE ISSUED. Masters i/c may sign the cards using a personal signature rubber stamp, if they wish. Teams in the top Division of A, B and C Sections MUST use the pre-stamped cards or stickers they are sent. With the first cards submitted the Master i/c must also send a certificate to each Divisional Secretary (scorer) concerned, worded thus: 'I certify that I have issued all the cards for the Team's shooting this term by signing each across the back of a diagram before any was shot. No duplicates will be issued.' Names and specimen signatures of witnesses must be sent with the certificate. Any other witnesses during the term should be similarly introduced by the Master i/c to each Divisional Secretary concerned. TEAM OF EIGHT The cards for the first stage should be issued as above before shooting starts. They should be marked 'T8' and the team letter should be shown if more than one team is entered. A certificate must be sent with the cards. Stickers will be issued for teams reaching the second (Final) stage and must be stuck to the back of a diagram by the Master i/c before firing INDIVIDUAL COMPETITIONS For the BSSRA and Junior Championships all the cards for the first and second stages should be issued as above and marked with the name of the competitor before any is fired. The first stage is fired and scored internally. Certificates must be sent with the second stage cards (separate certificates to the scorers of the Championship, and the Junior Championship). The third stage (Final) must be fired on the pre-stamped cards that will be posted to those qualifying for the final. For the single stage of the Staff Championship, the stickers issued must be attached before firing, one to the rear of a diagram on each of the three cards. LEAGUE ORGANISATION Divisions will normally consist of SIX teams, according to the declared averages submitted in advance by Masters i/c Shooting. The teams all shoot against each other in five rounds (four rounds in the summer term). In each round the scores for all the teams are compared and each receives a point for every team it beats plus one point. This rule is to be applied literally in the case of a draw. The winner of each Division is the team with the most points at the end of the last round. In the event of a tie the team with the highest aggregate will be the winner. THE LAST DAY FOR FIRING each round shall be a MONDAY. The last day for firing the first round (or first two rounds) will be notified with the League details and other rounds will normally follow at fortnightly intervals. PRIZES (in the form of badges) will be awarded, one for each registered member of the winning team in each Division. Silver Cups, to be held for a year, are also awarded at the highest levels of all the important competitions. Top Score badges are also distributed for Masters i/c to award internally after receiving the round 5 results. H.P.S. badges are awarded each time a competitor is credited with a score of 100 on NSRA 1989 cards. DESPATCH OF CARDS Cards should be sent to the Divisional Secretary (scorer) concerned for scoring as soon as possible after firing is complete and no later than the day after the last day for firing. UNSHOT cards for the round must also be included. First class post must be used if cards are posted on the last Monday or Tuesday. A STAMPED ADDRESSED ENVELOPE must be included if results are required or if details of a further stage are awaited. If teams have to be withdrawn, the Master i/c MUST at once inform the Divisional Secretaries concerned, to avoid delaying the results for all the other teams. PLEASE KEEP THIS FOR REFERENCE BSSRA Form B/2. NOTES & INTERPRETATION OF NSRA RULES & REGULATIONS (1999) Only schools with cadet units or rifle clubs approved by the Home Office may participate. Words denoting the masculine are to be taken to include the feminine. The term 'Master i/c' denotes Master, Mistress, SSI, Adult, Organiser, etc. as appropriate. Veterans means ex-pupils. Except as noted in Form B/1 or below, NSRA Rules and Regulations apply. BSSRA's International Qualifications are defined as follows country of birth or country of birth of either parent or country in which the school is situated or country in which the home is situated, provided that once a selection has been made no change may be made in following years. Competitors must still be in full-time secondary education. The choice made does not prejudice an individuals choice in other spheres. Scoring of cards (a) Divisional Secretaries are advised to use the standard .22 gauge obtainable from the NSRA for scoring all cards (including cards scaled down for 20 and 15 yards). For NSRA 1989 pattern cards BSSRA advises the use of oversize gauges with a flange that reaches out to the undamaged line (separate gauges for 25 and 20 yards). On these cards be sure to score 5s (a shot wholly within the black, but not a 6) and 4s (a shot partially in the black and partially in the white). (b) In Section D, using our overlay, NSRA 1989 pattern cards are scored out to a score of 1. (c) There is always the problem of multiple shot-holes on Cadets and Schools cards. Before signing and dating cards with two-in-one-hole targets, the witness should ask the firer to confirm having fired 10 well-aimed shots at the target and then write the answer and any further comment on the card. The presence (or absence) of comments on the card is a guide only, and the scorer shall decide whether it is reasonable to give benefit of doubt and score two in one or just one shot. (d) In our Individual Competitions remaining ties will not be broken. Witnessing In the School situation witnesses may be: (a) The Master or Masters i/c Shooting; (b) Adult coaches; (c) Senior pupils at the discretion of the Master i/c; (d) Other categories as in rule 7.5 (but only the pupils in (c) may be included). Please note that, after firing, the competitor must sign his card and the witness must then sign and date it. Match periods: Cards will be fired in the current or two preceding match periods. A Master i/c Shooting may apply to the Divisional Secretary for permission to fire even earlier, where examinations or school closures cause difficulty. Shooting for the first stages of the Association and Junior Championships may begin 1st December. Only in exceptional circumstances will the late firing of cards be accepted, and permission in advance must be sought from the Divisional Secretary (scorer). Personnel of League Teams The allocation of teams to divisions (in accordance with declared averages) and the application of handicaps are intended to produce the result that in any division the team that improves the most that term should win that division. Thus the BSSRA rules for membership of League Teams are: (a) The registered members of a team (five per team in Sections A and B, and four per team in Sections C and D) shall be those who fire in round 1. Normally the registered team members will fire in each round. If a qualified reserve (see below) has to be used for round one, the Master i/c must write the relevant data on averages (See (c) and (d) below) on the issued card and also write on the card the name of the intended registered member. (b) No competitor may shoot for more than one team in the same section in any round. Competitors may shoot for teams in different Sections, provided that they are registered members of both teams or qualified reserves as below. (c) A lower team member shooting as a qualified reserve for a higher team should revert to the team for which he is registered, as soon as the higher team member is available to resume his registered place. Otherwise the Master i/c will inform the divisional secretary/secretaries of the change(s) needed and the reason(s). (d) A qualified reserve may be included in a team if a registered team member is incapacitated, e.g. by absence or illness. A reserve is qualified when his current average does not exceed the DECLARED or REGISTERED average of the member being substituted and he fulfils the age and all other required conditions. (e) Where a school simply doesnt have a qualified reserve, it may take advantage of NSRA Rule 7.9.7 (Section 2.1 of the ring file Handbook) Where the current average of the reserve exceeds the registered average of the shooter being substituted, the score of the reserve shall be reduced by the difference, rounded to the nearest whole number above, between his current average and the substituted shooters registered average. Action under (c) - (e) must be explained on the card, with the relevant data on averages. Return of cards The BSSRA rule: Cards should be received by the scorer on or before the THURSDAY following the last day for firing (a Monday). If they arrive after that day, they will be accepted only if postmarked Tuesday or earlier. Protests Any protests regarding infringements of the rules should be sent to the Divisional Secretary within seven days of the alleged offence. The Divisional Secretary will refer the matter to the Section Secretary. BSSRA will apply the CCRS procedures in any disciplinary hearings.
